Caveator Limited t/a Lalor’s Pharmacy

Following a hearing of the Professional Conduct Committee (the “PCC”) into a complaint made against Caveator Limited trading as Lalor’s Pharmacy (7084), the Council of the Pharmaceutical Society of Ireland (the “Council”) considered the Committee’s report on 30 April 2026 and decided to censure the pharmacy pursuant to section 48(1)(b)(i) of the Pharmacy Act 2007 (the “Act”) and impose the following conditions pursuant to section 48(b)(ii) of the Act, to the pharmacy’s registration:

  1. That Mr. Edward Malone would not have or be permitted to have any direct or indirect role or involvement in the management and/or operation and/or running of Lalor’s Pharmacy in any capacity to include as a director of Caveator Limited and/or as an employee of that company, to include any such company as may be in the ownership of the Pharmacy. 
  2. That Mr. Malone is not permitted to hold keys or access the Pharmacy. 
  3. That the directors of the Pharmacy will not permit themselves to be subject to any direct or indirect influence or input from Mr. Malone in the exercise of the management and/or operation and/or running of the Pharmacy and the exercise of their directorial duties. 
  4. That a director of the Pharmacy will provide written confirmation at quarterly intervals that these conditions have been adhered to. 
  5. That the Superintendent and Supervising Pharmacist of the Pharmacy will be notified of these conditions. 
  6. That in the event there is any non-compliance with conditions (i) to (v) above, the director of the Pharmacy will notify the PSI within one day of any such non-compliance. 
  7. These conditions will remain in place until such time as the Pharmacy may be the subject of a sale, which would trigger the cancellation of the Registration of the Pharmacy if that should occur. 
  8. That Caveator Limited trading as Lalor’s Pharmacy should be responsible for any and all costs arising from its compliance with these conditions. 

Following the expiration of the five (5) year period of prohibition on applying for restoration to the Register imposed on Mr. Malone, the Company may apply to the Council to vary these conditions, should it wish to do so, and Council shall consider any such application to determine whether it is appropriate to vary these conditions in any way. 

The Council decided to give public notice of the sanction of censure and the sanction of the attachment of conditions to the pharmacy’s registration.

The Council considered the issue of publication of the PCC’s report and/or transcript and decided that it was not in the public interest to publish same. 

The Council’s decision was confirmed by the High Court on 29 July 2026 pursuant to section 52 of the Act.
