Following a hearing of the Professional Conduct Committee into a complaint made against Mr Denis Finnerty MPSI (Reg. No 5084), the Council of the Pharmaceutical Society of Ireland (the “Council”) considered the report of the Committee on 21 November 2024 and decided to censure the pharmacist pursuant to section 48(b)(i) of the Pharmacy Act 2007 (“the Act”) and to impose conditions pursuant to section 48(b)(ii) of the Act, to the registrant’s registration.
Pursuant to section 57(1) of the Pharmacy Act 2007, the Council is obliged to give public notice of the sanction of the imposition of conditions on a registrant’s registration.
The Council also decided pursuant to section 57(2) of the Pharmacy Act 2007 that it was in the public interest to publish the Committee report.

The conditions are outlined below.
Conditions attached to the registration of the pharmacist
- That he must undertake a professional development programme (“the programme”) under the guidance and supervision of a pharmacist approved in advance by the PSI.
- The object of the programme will be to address Mr Finnerty’s professional performance overall but with particular emphasis on the shortcomings identified in the Committee’s findings and in the report of the expert witness.
- Details of the programme will be drawn up by the approved pharmacist in consultation with Mr Finnerty and submitted to the PSI for approval within three months of these conditions taking effect. These details will identify the targets to be achieved by Mr Finnerty according to a specified timetable.
- The approved pharmacist will submit a detailed quarterly report to the PSI on Mr Finnerty’s progress and achievement (or otherwise) of the stated targets and his successful completion of the programme.
- The programme must be completed within two years of the date on which it is approved.
- The Council may review the timetables for achievements of the targets or completion of the programme.
- Mr Finnerty must bear all costs and expenses of or incidental to the implementation of these conditions.
