Public consultation on changes to PSI (Fees) Rules

This public consultation will be open from Thursday, 30 October 2025 to Thursday, 27 November 2025

In 2025, the PSI commissioned an independent review of its funding model. The review was carried out by Forvis Mazars to support the Council of the PSI in safeguarding the long-term financial stability and sustainability of the PSI, while ensuring the continued effective operation of its statutory functions, to ensure public confidence in the standard of services received in pharmacies and by pharmacists.

A key objective of the Core Funding Review was to ensure that the PSI’s fee model operates on a cost recovery basis, in line with recognised best practice for regulatory bodies. This approach enables the PSI to deliver its statutory functions, ensure public confidence in the standard of services received in pharmacies and by pharmacists, and respond to reforms, e.g., the expansion of the role of the pharmacist and pharmacist prescribing, without incurring unplanned funding risk.

The outputs of the review, which were considered by the PSI Council, recommended that for the PSI to operate on a cost-recovery basis, an increase in registration-related fees is required.   

The fees that the PSI charges for registration related applications must be set out in statutory fees rules and any proposed changes to the rules must be issued for public consultation. 

How to provide feedback? 

We are now seeking feedback on revised PSI (Fees) Rules via this online consultation survey. The survey poses questions about the basis, substance and the proportionality of the proposed PSI (Fees) Rules.

What happens next? 

After the closing date, the PSI will assess all feedback. We will collate the feedback and draft a consultation report that will be considered by the PSI Council. Any further changes proposed to the statutory rules arising from the consultation feedback, will be reviewed and decided on by the PSI Council. The consultation report will be published on our website.

After each public consultation we publish a consultation report on this website that contains a summary of comments received, the PSI response to those, and a list of any organisations that have given their feedback, where provided.
